Overseeing the daily security and safety of the British Embassy and its employees in Ethiopia, the Post Security Manager (PSM) reports to the Regional Overseas Security Manager (ROSM) and includes elements of health, safety, and transportation.

The daily security of the British Embassy, its employees, and the properties and personnel outside of the compound falls under the purview of the PSM.

Regarding security issues, the PSM will serve as the primary point of contact for the British Embassy. When the ROSM (regional travel, leave, etc.) is not present, the PSM will handle all security-related issues and put appropriate security measures in place. They will keep an eye on security, evaluate information and intelligence, and counsel employees as needed.

The PSM collaborates closely with the Post Facilities Management team to oversee all operational health and safety concerns.

What results can the employee be expected to accomplish?

Defending

• Managing and interacting with the guard force on a daily basis, guaranteeing service delivery in accordance with KPIs, and making sure that guards are aware of and prepared for emergency protocols, such as drills involving fire and terrorist attacks, whether they are hypothetical or real.

• Creating plans for events, emergencies, and security as well as guard briefing protocols.

• Ensuring the guard force’s technical equipment operates as intended.

• Communicate with the facilities management company about training, security clearance, and guard schedules.

• Oversee a team for security management.

• Communication and meetings between management and the subcontracted security firm for off-site compounds.

Task Force Security

• Offer security guidance, including incident management and operational incident investigation, in coordination with the ROSM.

• Serve as the point of contact for all event security matters, making sure guest lists are received in a timely manner and that extra resources are deployed as needed, all while keeping an eye on financial constraints and making any necessary programme modifications. Make sure the appropriate security and safety precautions are in place.

• Report any security events or breaches to the Post Security Officer (PSO) and the ROSM. This includes reporting any maintenance needs for perimeter fencing, gates, blockers, and other security features.

• Providing security briefings to new hires, arriving families, temporary duty employees, and dignitaries; additionally, supporting the provision of contractor training.

• Help ROSM implement Security Advisor recommendations, obtain local staff clearances, conduct independent research, provide required reports on security-related topics, analyse current crime statistics, and work with the PSO and ROSM to identify trends.

• Participate in crisis exercises as needed and be a part of the post’s crisis management plans.

• Gain cooperative security expertise through networks with other mission security personnel, law enforcement, diplomatic missions, and private security companies (discussed above).

• Keep an eye on information and intelligence, and notify staff members of any new dangers or threats. Put risk mitigation techniques into practise.

• Provide staff with regular security training and emergency drills.

• Be ready to escort guests or contractors who have not received clearance.

Hardware

• Provide staff access passes and keep up with the database and access control system.

• Keep an eye on post-security systems.

• Annual exercises in evacuation.

Safety & Health

• Create, implement, and uphold plans and strategies for health and safety that will assist staff members in collaboration with the Facilities Management group.

• Recognise and report any incidents, risks, or hazards.

• Ensure that all employees receive the necessary instruction and training regarding emergencies and protocols.

• Assistance with the yearly Post Compliance Assessment post-reaction.

• Deputy Fire Safety Manager: maintaining the Mission Fire Safety Manual in accordance with FCO regulations, performing and documenting weekly fire safety audit checks.

• To fill in for the ROSM when they are not present by:

• Giving all employees excellent, current security advice that is both professional and knowledgeable about managing and looking into operational incidents.

• Handle any operational issues with composure, understanding, and skill in a way that protects the Embassy’s reputation and security.

• Coordinate with CST to survey prospective new properties’ residential security.

• Serve as the point of contact for any neighbourhood security initiatives run by the ROSM.

Resources overseen:

• Supervising a three-person management team, the guard force of the British Embassy, and the off-site compounds’ subcontracted security provider.

Job prerequisites

  • Essential training, expertise, and experience

• Security management experience in the government, military, or corporate sectors, or other relevant experience.

• Working knowledge and experience in health and safety.

• Demonstrated capacity for effective verbal and written communication with personnel and other external parties, such as law enforcement agencies.

• Track record of success in solving problems supported by good judgement, tact, and diplomacy.

Required education, training, and experience

• Familiarity with the global health architecture

• A postgraduate degree in public health, a related field, or comparable professional experience.

• Knowledge of developing health systems, with a concentration on low- and middle-income nations
